THE PHILIPPINES
In the Philippines, Pope Francis on Friday transferred Bishop Ricardo L. Baccay of Alaminos to the Archdiocese of Tuguegarao as archbishop. He takes the place of Archbishop Sergio Utleg of Tuguegarao, who reached the retirement age of 75 last year.
Archbishop-designate Baccay was born in Tuguegarao, Cagayan, on 3 April 1961. He attended the secondary schools at the San Jacinto seminary and did his studies in philosophy and theology at the University of Santo Tomas in Manila. He was subsequently awarded a Master of Arts at the Lyceum of Aparri and a doctorate in educational management from the University of Manila.
Following his priestly ordination on 10 April 1987, he was assigned the following responsibilities in Tuguegarao Archdiocese:
1987 - 1993: Special secretary to the archbishop
1987 – 2007: Also director of the catechetical pastoral care for the archdiocese
1993 – 1999: Parish priest at Saint Dominic Church, Gataggamman
1999 – 2005: Parish priest at Saint Niño Shrine, San Gabriel.

These are the fighting words that the people of Cagayan Valley often heard from Bishop Utleg during his speeches. Serving as the Archbishop of Tuguegarao, Most Rev. Abp. Sergio L. Utleg has a long history of being an environmental advocate and a crusader for just peace.
Abp. Utleg is one of the veritable pillars upon which rests the struggle of Cagayanons against four (4) offshore mining operations covering 54,664 hectares lying mostly in Babuyan Channel. He bravely exposed the officials of Mines and Geosciences Bureau (MGB) that have been colluding with mining companies to allow their entry in Cagayan province.
Abp. Utleg did not only limit his advocacies in Cagayan Valley. He played a vital role in organizing the communities of Ilocos region in their struggle against destructive mining. As the Chairman of the Episcopal Commission on Indigenous Peoples, he also actively campaigned to seek justice for Dexter Condez, a slain indigenous Ati leader in Boracay. Sergio Lasam Utleg or fondly called as "Ama Enjoe" was born 11 September 1943 in Solana, Cagayana (Philippines). He received his Philosophical and Theological Studies at the UST Central Seminary in Manila. He then obtained a MA in Sociology at the Fordham University in New York, USA in 1987 and a licentiate in theology at the Pontifical Gregorian University in Rome in 1968.
He was ordained a priest in New York, USA for then Diocese of Tuguegarao on 30 March 1968. After a few years of being a parochial vicar, he became parish priest
