Manuel Domingos Vicente (sinh ngày 15 tháng 5 năm 1956) là một nhà chính trị Angola đã giữ chức Phó tổng thống Angola từ tháng 9 năm 2012. Trước đó ông là CEO của Sonangol, công ty dầu mỏ nhà nước Angola, từ năm 1999 đến năm 2012, và trong thời gian ngắn ông đảm nhiệm chức vụ Quốc vụ khanh điều phối kinh tế năm 2012. Ông là cha dượng của doanh nhân, Mirco Martins.

Sinh ra ở Luanda,[1] Vicente đã có bằng đại học kỹ thuật điện tử tại Đại học Angola (Đại học Agostinho Neto)[2][3] in 1983.[3] Sau khi làm chánh kỹ sư những năm 1980, ông làm Cục trưởng Cục Dầu mỏ từ năm 1987 đến năm 1991. Ông đã được bổ nhiệm làm Phó tổng giám đốc Sonangol, công ty dầu mỏ nhà nước vào năm 1991.[1][4]

Manuel Domingos Vicente (born 15 May 1956) is an Angolan politician who served as the vice president of Angola between September 2012 and September 2017. He was chief executive officer of Sonangol, Angola's state oil company, from 1999 to 2012, and he briefly served in the government as the minister of State for Economic Coordination in 2012. Vicente was the mastermind of a triumvirate alongside Leopoldino Fragoso do Nascimento and Manuel Hélder Vieira Dias Junior, who built a secret banking network Banco Africano de Investimentos to transfer millions of dollars out of Angola from 1996 onward. While the US Treasury sanctioned the latter two in 2020 for misappropriating funds for personal benefit, they did not sanction Vicente.

Chairman of Angola’s Bank BAI Accused of Misappropriation of State Assets 

Allegations of corruption have re-surfaced against the head of Angola’s largest private bank, the BAI (Banco Angolano de Investimentos),after a formal criminal complaint against Board Chair José Carlos de Castro Paiva was lodged with the Angolan Attorney-General on Monday.  Paiva is alleged to have diverted state assets worth millions of US dollars into private shell companies and bank accounts, to benefit himself and others linked to the discredited former President, José Eduardo dos Santos.

The formal complaint, citing instances of Paiva’s alleged money laundering and illegal diversion of public funds, was submitted by investigative journalist Rafael Marques and sociologist Tânia de Carvalho, to demand the Office of the Attorney-General launch a comprehensive investigation.
